Hey, pretty sweet work. Just a question. Are you going for a more painterly type work, or you want to work with hard lines, and color inside?
I see a lot of potential here. I feel if you just defined the features on the face with your coloring, and lowered the saturation on the background a little bit, this piece would really push to the next level. Also, it seems you're getting a little lost in your colors and forgetting about values/tone. Everything here has planes. Depending on how the light is hitting it, you need to show the lower saturation/darker value, or brighter value. If you're using photoshop, flatten your painting, then press ctrl + shift + u, or command shift u if you're on a apple computer. That will make the painting gray scale, and you can see if the values are really making sense and showing form.
By the way the sky in the background is quite nice

yah ,thats how i should apply the value,tones principle. Still not as good on how to make it that way especially i like a more spontaneous type of coloring where in you wont be hindered with the techanicals of the software. Should i try one layer or multi layer for color technique or something thnks for the critique, right spelling?

i was supposed to use the color during night with bright red or yellow lampost

Ahhh... street lights at night. Complicated, I myself am not too good at it. It's a matter of practice.
