Well, as I don't have the German version, sometimes you see it during Party/Birthday Mode, I know what you mean by the confetti, I've used the effect once before on another poster, but this was just the confetti, and not the silly stuff. [link]

okay, you see... the ,,party/birthday'' mode is always activated on the german version.
You can even play the german version by just typing into the console ,,sillygibs'' I guess and then you have them all the time
