I don't watch the anime...but i don't really hate her...she was quite cute at the beginning. And funny in her air headed ways. Only when she became a walking deus ex machina (with an air-head) i started to like her less. She can also be annoying..
Kubo really should do what he wanted all this time and make her a full "Ms. Fanservice"...

The question then follows: Are there any animes out there which would actually count as "Stoner Cartoons" as their genre - or just ones where their writers merely appear to be baked themselves?

well, for the ones I've seen so far, I wouldn't give them that genre, BUT!
some parts in (a lot of) animes do have the label of 'stoned' cuz I often think that the creator was high when he drew those char's or drew a strange scene. like with bleach: the transformation of Aizen into a butterfly xD
