That's just my signature (stuff that goes on all my comments) so you can ignore it if you want. But watching someone is when you click on 'watch this deviant' at the top of their user page, and then you get sent messages when they submit new art - usually when you do it, people do it back so they get messages when you add stuff, so they might go look at it and leave a comment or fav or anything
