I never thought of making a Fallout OC, but here we are. Anyway, Michelle Abigail Wheeler and her boyfriend Dogmeat had enough of their universe due to the radiations, super mutants, and others that makes the Fallout universe known. So, both of them travel to the Parts Unknown to find something to get out of their universe and move into a safer and fresh new universe.
