In my headcanon, Levi is the station pilot at Barrow and is actually rather friendly towards the steam engines, because early in his life, they accepted him for being built back to front. He played a big part in rescuing engines from Barrow like Oliver and Barry and he was purchased by outright from British Rail in the 90s by the Fat Controller as a token of his and the engines’ gratitude for Levi's actions towards them. However, his younger brothers Arry and Bert also work at Barrow, and they constantly annoy Levi. While Levi couldn’t care less about their opinions, they often leave Levi questioning how he's related to them.
