Finally got around to reading the ref sheet in depth. Still love her. Didn't realize she was in her late thirties though, lol.

Yes, I kind of wanted to write an older character because you don't usually see them in media. At a certain point when you make a character 1000 years old or something they just seem young again but for some reason 30-40 is shocking.

can hazel just turn everyone into glitter? are there any downsides to it? is someone able to defend themselves?

She could theoretically turn most things into glitter.
It works on dense objects best.
The way it works in a simplified form is:
Tiny nanomachines go in and are like sup I want to enclose you.
The object then is like "k"
It's enclosed until the nanomachines let it go and then it's back to normal.
For things that aren't very dense and are spread out it doesn't work because the nanomachines cannot understand to glitter it.
Good defenses are:
Don't touch her or let her touch you and she cannot glitter you.
Take whatever object you want her to be unable to glitter such as gloves or a baseball bat and cover them in some of her glitter. She cannot turn glitter into glitter. Proceed to do whatever you planned to do.
When she is turning you to glitter keep moving forward. Most people recoil because omg they're turning into glitter aaaa. So if you are punching her just continue and your arm will connect. She is like a reed capable of adapting under pressure but easily torn apart. Note: This method takes having an unhealthy disregard for your well-being.
Another method of defense is removing the part of the object that is turning to glitter. This would preserve the rest of the object.
Characters whose character sheet states that they cannot be changed or destroyed such as John Finnigan or Tuli Pepper's Tarot Cards would be immune to her abilities.
I hope that this helps and gives you some ideas on how to counter her. Please let me know if you need any more ideas.
Remember her glitter powers wear off after an amount of time has passed. Everything that has been changed returns to normal after this period. As a result in most cases her power is nonlethal.
This does not apply if someone were to spread out the glitter to the point it couldn't reform but that is a lot of work.
Okay I'm going to stop writing about glitter since this is turning into an essay.

does it affect an entire person at once or must it "glitter" objects like armor or clothes first to affect the person?

It spreads from where it was touched with a different speed depending on the density of the object.
On heavy dense armor it would spread quickly while on something light like tulle it would spread slower. To avoid dismembering someone I would ideally like for it to spread rather fast since that is horrifying to experience and also to avoid making people naked.
But feel free to interpret it differently if you have some fun/interesting/cool ideas for your story.

Omg I forgot downsides for her:
Only works on touch, has to be activated (otherwise she would be a grey goo machine), causes her body to increase in heat which would eventually kill her. (I forgot that on my sheet aaaaa this is what I get for rushing)

Note about Glitter Power:
There isn't a cooldown as much as she heats up the more she uses it. So a large enough object could cause her to overheat and die in one go while a bunch of small things wouldn't really do anything.
So under ideal conditions which would be a really cold place she could keep glittering everything and might have to in order to remain functional while in a very hot place she might not be able to do much.

For characters such as John Finnigan who is immortal and can't change it wouldn't work.
For ghosts they are not conventional matter unless materialized it wouldn't work.

For creatures made out of magic things like Tuli Pepper it wouldn't work on many of her objects because they're unbreakable. On magical things use your judgment I guess but if others can touch it and it follows laws of physics it would most likely work but interpret it however is fun for you.
