I'm surprised and a bit sad that the mainstream comics never picked up the Judge as a regular. It added a new disturbing depth to Harvey Dent's already fractured psyche and made him even more tragic and creepy. I think the ending of that episode really clinches it.

The Judge is A third fragment Of Harvey's Personality Created to Counter "Big Bad Harv", of whom Big Bad Harv is completely oblivious. Interestingly, he tried to kill Two Face.
