photoshop cs5, assorted brushes. The brush itself doesn't matter as much as it's function/shape, and you can make your own brushes and pretty much get them to do whatever. I just use brush packs I've picked up over the years in lieu of creating my own. has some good illustration brushes I use.

You can make custom brushes for Photoshop Essentials, I believe x'D Or you can import them. In my favorites, I have some of those brushes if you're interested. <3

To be honest, if you have photoshop elements (and it is elements, right?) then that's all you really need to learn on, for now. I used elements for a long time, and the only reason I use CS5 is because it came with my design suite, and I used some of the specific 'photoshopy' parts for classes. While limited, it's still very powerful, and you can do great things with it. c:

Well, i have good news and bad news.
The good news is you don't have to have any 'great software' to do solid, smooth lines.
The bad news is you do it through practice and repetition. Mainly, I use a small, hard edged brush with size sensitivity and no opacity sensitivity for my lines. D:
