It's not hard to do. But you need a lot of rainmeter "programmer".

Try this:
Check if exist some "Config.exe" on C:\Users\[YOUR_USER_NAME]\Documents\Rainmeter\Skins\Round Shotcut\ConfigTool
If not, probally your antivirus detect it as false positive.
To replace it, just restore file from quarantine, or extract config.exe from Shortcuts_1.0.rmskin using some rar/zip extractor.
And add the file as an exception.

Hi, really great skin. But I was thinking whether there was a way for the 'active' circle(the one with the lock and 16 shortcuts) to appear in the center of the launching shortcut. As currently, the 'active' circle appears on the right of the launching shortcut. Thanks!

Just uncheck the "Draggable" box
For color, you can change by editing this lines:

i did, but the wheel that opens up is still draggable, i can only change the opener via rainmeter.
But it doesn't really bother that much.

It's really awesome and well done, was looking for a popup kind of thing for a long time and couldn't find anything close to it.
Also I am able to fiddle a little with the settings what I greatly enjoy, however I am not good enough to create one myself.
I think it is a great work and I use it on both of my Rainmeter desktops now - laptop and PC.
Keep up the great work!

Hey, love this skin! It's been very useful so far. However, for some reason my 16th button won't retain the action that I set it to. When I try to enter in an action for the button, it doesn't apply it even after I press "set".

I test here and works... Try this, open skin folder, open 'ConfigTool' folder, go to properties of 'Shortcuts.inc' and check if Read only is unchecked.
You can manually edit this file to add your shortcut also.

How would you be able to add an icon to a separate group, and increase one group to 5 icons? Also, would it be possible to add in new groups, so you have more than just 4?

It's possible to do that editing the config.. But is not too easy.

If you are using the "Configuration Tool", right mouse click over lock icon. And you can't change, or your changes has no effect... well, I'm not sure why, but, your antivirus maybe has blocked the .exe, or the folder where the skin is located, is on read-only.

Hey, just grabbed this skin and I really like it, but doing that edit doesn't make it stop automatically moving the center of the screen. Is there something else I'm missing? I've even tried removing that line entirely and restarting RM. It still centers after opening something.
