Not gonna lie I was pretty excited too, probably the best fan-service Sakurai has done thus far as well as the slightly indirect addition of Ridley as a stage ally.

I think it needs a bit of an overhaul in general.
For a pokemon known for having such high special attack it's really disheartening when only its neutral B special attack is capable of dealing damage.

Yeah... that makes no sense, either. And of all things, not a *STAB* move, too.
Something like a long-ranged Psychic attack would be pretty rad. Among a LOT of other things. Since Mewtwo is a damaging kind... not much of a "technician", per se. (Having to be close to use a bunch of moves is a pain. ESPECIALLY Disable...)
