To me it looks like sadness, something like when your boy/girlfriend is telling you that he/she has been cheating on you and you are thinking "how the hell could you do this to me?!"

I personally see deeper than a bf/gf thing but I'm happy people can apply it for themselves. Thanks!

I see sorrow, someone who has had a bad experience in the past.
But she is has a strong character, her eyes are clear and do not show defeat........................

to me, the rembrandt lighting suggests her inner battle...? a guess

It's actually not Rembrandt lighting that was used. The triangle under the eye of Rembrandt lighting is from a reflector. This is more like...Spill-A-Little-Bit-Over-the-Nose lighting.
Thanks for your comment.

I see determination and courage. Great picture and nice idea adding the question. It really makes you study the facial expression much longer because it makes you think.

Thank you. I didn't expect so many people to see it when I added the question. Then when I came to see a long list of responses, the selfish part of me longing for constant approval thought maybe if I never wrote that, I may have more people just telling me "great shot!" Luckily a better part of me realised the reason I make art is to make people think. So if text helped this to happen, then it's a good thing.
A single moment of a person's existence captured forever so that we can study it in an attempt to see further into their soul. A resolution matters little. It's what we learn about human nature and ourselves along the way, which makes sharing this moment worthwhile.

It looks resolved. Calm, she's made up her mind about something important and she's at about it.

Your interpretation differs in direction the most so far I think. Thank you for your input. I don't think anybody is wrong, perhaps everyone is right...except maybe the sailor outfit remark.

Ooh the brows. They do tell the story. I never seem to notice them, yet when they're pointed out they become so prominent.
