Reminds me of a written concept I had a few years ago. That tablet died & I had no way of backing it up. How fitting that it is pixel art, because one of my games spirred the idea lol.

I'm not entirely sure what was done here, but it looks like they chose a dark blue and set the layer to multiply and lightened the opacity as is typical. It's a possibility. That's what I do at least. XP
