Well if anything Midoriya is something of a more wimpy version of Cap. Like how Steve wanted to be a soldier despite his physical weakness, Midoriya wanted to be a hero despite not having a Quirk.
And with how his own costume is progressing Midoriya's final suit might actually be more inspired by Captain America's more tactical inspired suit, sort of like how it is in the MCU. Like it doesn't take much to imagine Midoriya adding gauntlets to his arm braces that look similar to the gauntlets Cap wore in 'Infinity War', only colored white and perhaps styled as smiles.
