You do realize what commissions are, right? They're not requests. I know DeviantArt has been a rather tough place to start business when it comes to commissioning, so I suppose the term would get confusing to some.
A commission is a work in which a customer will pay an artist to create something for them, ranging from numerous things such as but not limited to: digital art, traditional art, costumes, music, sculpture, etc.
A request is a work in which the artist has chosen to freely take suggestions from others and they may or may not go through with said thing.
I hope you do realize that all art isn't free. Art is a trade, a trade is essentially a job. Carpentry is a trade, nursing is a trade.
Trades are what give people money, stability, a living. I suppose many people who do commissions will not always live off that money, nor may they need it. Commissions are just personal little side jobs that artists may do in order to help gain extra money for luxuries or maybe it is what helps put that extra bread on the table.
Yes, it may "just be you opinion", but I do believe that comment you stated on this picture was rude, inconsiderate, and had nothing to do with the subject of the picture. A simple "This is cute! You did a great job!" or "I like the way you drew [fill in the blank]" something of encouragement and acknowledgement of this picture (just as the other commenters have done) would have been much more appreciated by the artist.
If you cannot pay the fee to have another artist draw you something, either go somewhere else or draw it yourself.
