This is in a really rough stage right now, but this is the full piece that I'm working on. I'm generally really awful at backgrounds, and I'm just making this up as I go along, so we'll see how this turns out.

Initial Impression: It's Lilo and Stitch! Very appropriate for a child audience or even young adult. Not to mention it's rather cute and adorable.
Perception Lines: This is a very long image, mebbe a little to long. The first thing I look at is Lilo's face and the camera in here hand. Primarily her expression, then it travels to Stitch's expression, as these are the two most detailed aspects of the pictures.
Vision: I'm not sure what emotions are supposed to be and whether there is a universal theme trying to be reached here. However you do completely execute the vision of the characters and the setting!
Originality: This could almost be a scene from the movie or TV show, so it's not original and it's done in the same style as the original as well. While it is pleasant and well done, it's not entirely new in any way.
Technique: The background is a little flat, Stitch's left foot looks like it's hovering a little and not planted like Lilo's feet are (well done there). I definitely get the feeling it is meant to be a character focus composition but a little more time on the background would actually HELP focus on the characters as it won't be a distraction
Impact: As noted this is a well executed image. It is not original per se but it is good enough to have been in the movie or TV show. It's also cute and has emotions, although I can't follow the overall theme of it upon first glance. I'd consider it impacting though if only because of how true to source you have gone.

I think your criticism is spot on. This is my first attempt at doing a full landscape background in a piece, so I'm still working out the kinks, and, as this is a work in progress, I still have a few minor details to add to the background that should make it a little less bland. Also, I hadn't really noticed the feet thing, but now that you mention it, it does look a bit off. Stitch's body is turned slightly away from the viewer, so the foot would be further away, and therefore look higher, but I think it might be too high or something. I don't know, but I'll play with it.
Also, I'm kind of glad that you thought it looked the same as the movie/doesn't really deviate from that style, because this piece is a birthday present for my little sister, who is turning 14 and loves Lilo & Stitch. I wanted to make it look like it was a piece of official art from the movie.
Again, thank you so much for taking the time to critique it, I'm going to tweak a couple things and then it will be all ready to go to print!

Gotta love Lilo and Stitch. I saw a truck just yesterday (like, a BIIIIG F350 or something) with "trouble's coming" stenciled on the back with a picture of Stitch

The only one I want more than that is a bumper sticker I saw once.
It said "Horsepower" across the top and had the carrots from when you're riding Epona in Ocarina of Time. It works really well for mine because it's a small sporty car.
