no, it can't be Frisk's and Sans' son.
Frisk and Flowey are the only ones who traveled far back in the time, which also explains why they are all so young af
but, it could actually be Sans as a human, there's even some clues: the bad puns, the eye color, the goggles, the bracelet, the way he talks and acts.. I'm not sure how it's possible for him to turn into a human, tho.
