Description National union had been strengthened under diplomatic strain between Russia and Britain in the leadup to the inevitable Three Ways War, waged from 1871 to 1877. 
The Emancipation Proclamation would be signed in 1879 amid international tensions, with the United States and Brazil being the last slave-holding nations. into the 1910s and 1920s, a sort of Negro Renaissance swept through the southern black belt and into the major metropolitan areas of the north. The country could easily be divided into three major cultural groups; the Southron, the Yankee, and Oregon Country. 

A smaller subculture within the Southrons, the Dixies, were growing tired of this acceptance of "negroes, chinamen and indians", and paramilitary groups following a El Purismo philosophy (this timeline's answer to Clerical Fascism, founded in Spain in this timeline) would rally under Baptist generals hoping to remake the USA in their image. Supporters of this fringe party, could be seen throughout the southern states, though they particularly shined in the Carolinas, Georgia, Florida, Tennessee and Kentucky. the Silver Army, the more militant and radical members of this group were called, had planted seeds throughout America going into the mid-to-late 1940's. Partly enabled by the disastrous presidency of a man named Dudley Leppet, the second attempt, first success and last president of the Christian Party; elected by the Electoral College of the time, various African-Americans were displaced, and mass lynchings were swept under the rug.  Many on the Atlanic Coast or in Appalachia piled into states closer to the gulf or along the Mississippi or moved north throughout those 3 years, and Dudley Leppet was successfully assassinated by a man named Gregory Lincoln on April 17th of 1931, along with his Vice President.

This led to the speaker of the house, one Joseph Greenwood of the Republican Party, to ascend to the Presidency by order of succession. Repairing the mistakes of the last president, he would officially sign off on actively suppressing the Christian Party and the Silver Army. This resulted in various states forming active revolts, the leaders of Kentucky, North Carolina and South Carolina would declare the state under official occupation of revolutionaries loyal to the Christian Party and the Silver Army. Some factions of the United States military would form mutinies and join the Silver Army, training their soldiers and forming an elite squadron known as the Dixie Templars. From 1931 to 1934, the Silver Army would gain supporters who would riot and destroy cities and perform mass lynching's, famously posing victoriously on piles of dead enemies. the Rape of Atlanta would be seen as one of the greatest atrocities of the Silver Legion, and a dark stain on the United States. the government of the state of Georgia would capitulate, only to be publicly executed and the whole state formally occupied. Florida would be thrown into complete chaos. Spain, under the dictatorship of a man named Hernan de Leon, was accused of supplying weapons to the Silver Legion. Spain denied it as did the Silvershirts, so it's unknown and to this day it remains a scar on Spain and America's relationship. Tennessee would also be occupied by pro-CP politicians and their supporters, and they would march up the Mississippi River into Indiana and Illinois. President Greenwood would then order for a march through Virginia straight into North  Carolina, which would result in the seven most bloody battles of the Silver Revolution. 

Silvershirt general and de-facto dictator Theodore Lautmann would order a march into the Delmarva peninsula, using captured Union ships to order naval bombardments on the shores of Maryland to pressure the Union to surrender. The capital for the time being was moved to Detroit for the safety of the President, whilst fights between CP and Union armies engaged within Washington DC. However, this war of attrition saw the occupied states by the CP fall, and fast, going into 1934. By the end the states of Kentucky, North Carolina and South Carolina were placed under heavy military occupation going into President Greenwood's second term. Georgia, Florida and Tennessee were also put under less extreme military occupation which could be compared to simply a slightly harsher extent of Martial Law. For those states exclusively, President Greenwood would order a state of Apartheid between African-Americans returning to their homes, and remaining white Americans living in those states under the occupying regime. It was learned that not every white individual in the occupied states supported the short-lived regime fully or at all, and so it was decided that after a period of 8 years, the Apartheid in the states would be abolished. Undergoing a significant period of reform following the Silver Revolution, the United States (throughout and well after Greenwood's third term-- serving 13 years total from 1931 to 1944), the United States would become one of the most culturally diverse, secure countries in North America. 

Seeing as this is in a timeline the same as my recent alternate Mexican Empire posts, I might as well state the opinions of neighboring countries in the US.

Texas, under an Apartheid system and an El Purismo regime, sought the support of both the Empire of Spain, and the Weimar Republic throughout the 30's. This period of dictatorship came shortly after the Comanche War, which overlapped in terms of events with the Great World War. Post-Comanche War economy was absolutely terrible for Texas even despite the land gains. El Purismo brought the country together and improved the economy going into as far as the 1950's. Texas was rather amused when the weapons they supplied to the Silver Army were pegged as Spanish weapons by the foolish Americans. the Americans never found out the origin of the weapons stores until 2001, long after the regime of Texas' military dictator Thomas Juarez-Schmidt was long gone. 

California saw a great influx of African-American immigrants from the United States during the Silver Revolution. To this day there are still significant African-American communities within Los Angeles and San Diego. Californians, given California's rather disconnected view on Church and State and the fact the two should never be intertwined, saw the Silvershirts and El Purismo ideologies in general as utterly vile. 

the Navajo Free State, though a key member of the Latter Day Saints movement, was never keen on the Deseret Theodemocratic ideologies of people such as Bringham Young. When they formed their own separate church, they made sure to keep the religion out of the law. and the general reaction to El Purismo not only in Texas, but in the Dixie regions of the United States, saw the Navajo further separate Church and State. 

Mexico saw El Purismo overall as more understandable and excusable, speaking as an imperial monarchy, to Socialism. Throughout the 1930's, Mexico and the Federation of Central American both saw Socialist revolutions within the Mayapan region, various states experiencing attacks by quasi-Socialist juntas, whose hardline overall was simply better treatment by the dominant governments or simply making their own. When they saw the CP and the Silver Army and the atrocities they had committed, it was said that their actions would make God weep. the Mexican Emperor himself denounced the Silver Army, as well as the United States for letting such monsters run free in their borders. 

It was declared within an amendment to the constitutional freedom the new limits to the constitutional rights of Free Speech and Freedom of the Press. It also declared illegal the sale of materials in support of the Silver Army or the Christian Party. Thus was the 21st Amendment, signed in 1945.
