This cartoon shows that President Chester Arthur was determined to end the "spoil system" regarding giving out government jobs to political supporters with full support (in 1883) of the Pendleton Civil Service Act.  The men outside the gates of Civil Service include Boss "Honest John" Kelly of Tammany Hall (in the red shirt, and surrounded by figures who look like Irish immigrant caricatures.  Other Democrats outside the walls are Charles Dana of the "New York Sun", shown shaking his fist at Arthur, and sitting together in a corner former 1876 running mates former Governor Samuel Tilden of New York (wearing a suit) and former Indiana Senator Thomas Hendricks (who would run again, in 1884, as the Vice Presidential candidate, and this time win, but would die after a few months in the job).
