I remember a mention in the later books that babies don't usually have peculiarities it's like horrendously rare which was why Noor had he peculiarities taken for her childhood but like before that olive mentioned being born with the ability to float and due to Claire's age we can only assume she was a baby when her peculiarities started showing, i like to head cannon that it's not that its necessarily rare, but more uncommon peculiarities tend to show either before puberty of during the beginnings of it so like 9-13 but its nots rare to be born with it or have it shown when older, Noor was a rare case and they took her peculiarity away because it was too dangerous to have when she wasn't old enough to control it.
