The movie was based on a true story, and yes the statue is real dedicated to the dog Balto who led the 1925 serum run to Norm, in which Diphtheria Anti-toxin was transported from Anchorage, Alaska, to Nenana, Alaska, by train and then to Nome by dog sled to combat an outbreak of the disease

The first movie was a true story, but the 2 sequels to it was just for adventure/entertainment for kids.
Part II and Part III of Balto can't be real because Balto was neutered so he can't have any kids, and died at a young age of 14, I believe. (1919-1933) It's a very old story.
