He had made himself a rich man by running a debt racket in the city. Those that needed money quickly could get it, those that could not pay the interest would end up on the auction block. There seemed to be no end to the demand for loans in a city full of thugs and gambling houses. However, he had borrowed heavily himself to finance his operation.
