They need to find the smartest ones. The smart ones will be the most troublesome slaves so they should "promote" them to overseer. The smart ones would be the ones that plan revolts or plan escapes. It's better if they are used to keep an eye on the others. The smart ones will quickly learn their new lot as overseer is far far better than swinging a pick or a hammer in the sun while being whipped. They will also be able to spot escape plans and preparations. One or two might pull of an escape themselves but they won't be taking other slaves with them since the will not be trusted by the ones they've been beating.
Besides if they do escape you can always send your slave catchers after them. That's what you pay them for.

True, some master builders believe that rebellious slaves make the best overseers. Most of them have never themselves swung a pick or felt the sting of a lash. Garen, the well-fed architect of the palace believes that he can harness their rebellious nature to drive his project. He is weeks behind schedule and mountains of gold over budget.
Kalen, the master builder of the arena was once a rock hauler herself. She worked her way up from the lowest of slaves to master builder and free woman of The Empire. She knows that there is a special kind of slave who gives themselves over to the backbreaking work without losing their spirit. They learn to take pride in their small part of the great project. She knows how to spot these slaves, and she knows their potential. After all, she was once one just like them.

Β The best slaves give in to their fate and embrace obedience wholeheartedly. Some are lucky enough to be born subservient while others chose to resist and be punished or submit and accept the fate of slavery. To some slavery gives them the freedom of responsibility. They crave the feeling of having no choice in their fate. There is a freedom especially in a sexual context of not being allowed to choose what is done with their bodies. They want to do the things society deems lurid or perverse but resit due to the stigma it would incur. However if they are forced to do these things because they have no choice it gives them the freedom to enjoy certain taboos because they are now seen as simply a victim of circumstance and NOT a willing participant.Β Through total submission they gain the ability to partake of these so called perversions.
