Well it's an interesting concept - some of 'him' is still there... but there's so little 'him' left. Obviously memories and personality traits would be there but they'd be just as diced up as his body was when it was a skirt. Who knows what it must be like inside that new head 'she' has? All those new pieces added to who he/she used to be

True... But in the world you created im wondering how that works!  To this point if his true form was a dress, shouldn't he be stuck as one?  Gotta admit, that's what I was rooting for... lol  Hoping she turns her back into a dress permanently to keep her from talking!

The characters who wear the ring have a base form and a changed form, Whatshisname became Montana Hills, Skirt Guy became a skirt (I swear I didn't see it coming ). With extended use the changed form can overwrite the base form and then user gets stuck, like with Whatshisname. But that can take months of constant wearing, or years of occasional use. In Skirt Guy's case his changed form was altered, the skirt was torn apart and then remade into a dress with a lot of new material. These changes are carried over into the base form. But the skirt and the dress were both the changed state caused by the ring.

So if Skirt Guy puts the ring on again he will change back into the patchwork dress, I think if they could separate the original pieces of the skirt from the dress and repair it without adding new material he could change back into his original form.. but I don't really want to do that now

Makes sense.  This isn't my story but this is a great time for a moral delimma.  The new girl should be a totally different person!  No memory of her past self...  so hills has to make a choice, to turn her back into a skirt and separate the pieces... And hope he turns back to normal in one piece alive and well... or leave her like she is, alive...but knowing she erased the man's consciousness from existence!  Either that or I hope she freaks out and threatens to call the cops.... so hills has to turn her to a dress permanently.  Character development is always a must!   keep going
