basically it's one of those texture photoshop brushes you can find online

Doy you use it only after you draw everything in the background, or was that chair for example also made using this brush?

Usually I draw everything in the BG using a default SAI's hard inking brush, after that I apply those texture using Photoshop texture brushes.
Tho occasionally I use those texture brush in drawing out the things in BG too, just like the 2nd image
(The chair lineart in the 3rd & 4th images are done with the default SAI's hard inking brush)
