He's a baby DRAGON. Β But since we don't know at all how dragon's age, as far as we know he could be 20 something and still be a baby compared to dragons.

I think the episode where he went to the Volcano with the other Dragons and the way they treated him pretty much spells out what age group he is in in comparison with other dragons.

Well, if we MUST be technical, the concept of age and time in the show are a bit weird. Since 3 seasons worth of episodes amounts to one year and ponies actually live at an accelerated rate, like dogs, we can assume that their days are not exactly 24 hours.Β
I mean, you have the ones who regulate the day and night cycle, so the time must fit accordingly to their scheduling. It really wouldn't make sense for another species to adopt our concept and measurements of time to fit into their lifestyle. Plus, Spike was hatched when Twilight was a filly, so he might be 5- 10 years younger than Twilight, which we can assume to be around Rarity's age.Β
Until they say a specific age for these two and give some sort of inner workings of their culture, I wouldn't make any assumptions.Β
