One thing that just clicked with me when I reread this page, and that is what Miss Clueless said about how all of that was funded.
With money diverted from FP's water purification company. Hence higher water prices for the citizens of Canterlot.
I can imagine Spoke getting pissed about that, given that he read a paper about water rates being increased.
And on another note, is it just me, or do Dash and AJ look a little less than impressed by her blathering?

Well they definitely 100% do not know Twilight is there... unless Twilight is much worse at hiding her location than she thinks she is... Rarity would be something they'd be worried about, but there are also multiple boats.
Overall... this actually seems less like a stupid-villain unnecessary monologue and more like "Time for me to explain what you're going to do because I need you to do something for me."
