Yes, he's Tranquil!
He learned a lot about Earth from Sticker, our lovely bar boss, and really wanted to visit the place. Thanks to him being a gigantic dragon going there like that wouldn't have given good results so he had to get himself a holoform. Sticker helped designing it but it wasn't easy as Tranquil wanted to preserve the dragon vibes. After his first visit to Earth, he decided he is definitely going back every once in a while.
