Why do people draw 0 with those red things around his eye? If they only appear when he attacks?

Actually, I've also noticed that too. I mean, he does look cool in it rather than just nothing. xD
And it also appears in his official art picture. (Or the one I've seen) But when you fight him, that appears only when he attacks. @~@
