BnP's channel, Cartoon Hangover, was made by Frederator as a way to allow free access to quality animation by using a pay-per-traffic system that Youtube has to make people get money from their videos (this is the target of the whole "demonetization" thing that people was so afraid several months ago; if a video breaks certain rules, it will no longer be eligible to give pay-per-traffic to the creators). So, for the simple fact you watch a video of Cartoon Hangover, CH gets paid for it.
However, recently, Youtube changed the way they monetize videos, meaning that now makers only get payment for their work depending on how long that video is. Due to this, cartoonists have it harder to post things on YT and get paid accordingly (they have to make longer videos for the same cash, meaning more hard work for the animators), making Cartoon Hangover to migrate to a site with a paywall.

The 15 mins limit is now used as a punishment, after you get a video struck with an IP (intellectual property) report. It used to be by just report, then it was replaced by a strange algorithm that can both screw a nice maker as well as let a very sneaky one pass.
