ITs a DeviantArt group. The icon of it is on every comment under the pokemon drawings i submit.
Its a game that works by drawing, and so far one of the best groups ive seen, when it comes to organization and resources.
Anyways, when you enter the group, they give you 3 Pokemon eggs... (each egg will give you 5 different pokemon to choose from) to be your starters.
You dont have to use all of the three though...
Only the ones you draw, count...
If they have no reference sheet, they cannot level, battle, breed or anything.
The group also has his own "Pokedex" to store the trainers info and pokemon.

And its only open for a few hours every... 2 months?

they also got the RP chatrooms and all that
And the members usually interact between them a lot exchanging items pokemon and breeding together or battling and all that...
Though i have no time for... most anything.
