I believe the official explanation was, he fell/jumped off of a rocket fired by Baron Zemo over the Arctic Ocean, so like he was frozen in a block of ice in the late 1940s and was discovered by the original Avengers in the 60s.

But the real explanation is: I already had Tigra drawn in that pose and needed to add something for her left arm to be leaning on
