Since Lula is a werewolf, she lacks some of the primal instincts of a wolf. She has a humans sense of free will and intelligence, therefore she doesn't answer to a Huldra like ordinary wolves does due to their instinct. This fascinates Ebba and she is determined to make Lula give in. At least once, for fun. Ebba is the kind of person who really craves for what she can't have.
