Hello, everybody! Long time no hear from!
While I don't celebrate Halloween, I still thought it'd be appropriate to show off a ghostly pal - one not many people have heard of, at that!

Billy Spook (ビリースプーク), alternatively known as Billy the Ghost (おばけのビリー), is ghost who appears in the 2002 Nintendo GameCube game "Disney's Party", known in Japan as "Disney's Magical Park (ディズニーのマジカルパーク)". He's weak to light, so he wears a yellow suit of armor to be able to go out during the day. The armor's blocky design may be why some people mistake him for a robot. He also doesn't seem to be able to speak, communicating exclusively through "Paipipa"s and "Popupi"s. He and Scrooge McDuck also apparently "go back a long way".
The story of Disney's Party is that Scrooge has invited Billy - as well as Mickey, Minnie, Donald, Daisy, and Goofy - to a Bingo Party Contest, with the winner being granted one wish. If Billy wins, he wishes to live near Mickey and his friends - or something to that effect.
Strangely, his surname, Spook, isn't referenced at all in the Western versions of Disney's Party, only appearing in the Japanese Disney's Magical Park, as shown in this video: www.youtube.com/watch?v=PClV6o…
As you can guess, he's never appeared in anything else, save for a cameo in the end credits of the Game Boy Advance version of Disney's Party, known in Japan as "Mickey's Pocket Resort (ミッキーのポケットリゾート)". Even so, certain fans have taken a liking to Billy over the years, and occasionally you might catch some fanart of him in the wild.
Do I think he'll ever come back? Well, we do live in a timeline where Oswald the Lucky Rabbit was brought back to Disney after so many years, and where Sonic the Hedgehog's more obscure characters like Mighty, Ray, and Fang have been brought back into the spotlight - it IS possible. But WILL it happen? That's another conversation entirely, and frankly, I wouldn't hold my breath.
But still, he's got a neat design, and sometimes that's all that matters.
Characters belong to Disney, I think.
