Looks easy to do, the background is some photo of some kind or it can be a custom clouid filter, than for the hole you did bevel and emboss with a shade angle on top to give it that subtle highlight. hmm.

The blues are beautiful, and the textures and clouds are fantastic too. Then there's the stars. Oh how I love the stars. And the one planet which is the focus of all the clouds, all the colours.
