Yeah, it's honestly a stupid rule considering the uploader didn't create these models at all, just took them out of a game rip by someone else. Doesn't really warrant them being allowed to make that rule, but you could always track down the originals from redbaron7 and then reconvert and rig them. That's what I always do with these. Find the referenced ones and then reconvert.
imo tho no one has permission to tell you what you can or can't redistribute if it's game ripped, whether they ripped it or not. anyone can rig clothing and shoes with the weight plugin easily, so you're nothing special for being able to take someone else's work and claim it's all up to you to create rules for it.
