The las rifle is often underestimated, but I believe it is described that if you toggle it to maximum power and full auto it can actually kill a Chaos Marine. Colonel Commissar Gaunt was saved by a soldier that disobeyed his orders in one of the earlier stories, and fired point blank into the chest of a Chaos Marine like that.
Of course, you can do that once, it more or less drains the powerpack in that salvo.

A plain man will never be as quick and dead as a Spacemarine! Chaos Spacemarine, however, is more deadly than a loyal Spacemarine because there are already 10,000 years of combat experience behind them (a good time in the eyes of terror).
