If i remember in one of the science books and/or documentaries. along the line of evolution they did have somewhat fur. they had called it dinofur (really creative) Im not 100% sure about it so do correct me if im wrong. another thing is its nintendo logic. alot of things dont make since lol like how a horse catches on fire and doesnt burn certain people? .  lastly it was used as a steriotypical king for the beard and the neck hair/feathers for a robe. *arg my febal brain hurts* so thats my only counters on the fur/feather thing :U. no excuse me while i try to rewire my brain D: lol

They're definitely feathers, albeit proto-feathers like in emus, which is probably why the documentary you saw called it 'dino-fur' just to put it in context; There's no such thing as a dinosaur with fur, fur has only evolved in mammals.
The beard/robe is just the tyrant king design they decided to use, it doesn't mean they aren't feathers; If there was no chance of a dinosaur having feathers, I'm fairly sure that Nintendo would've designed it differently.
I'm an aspiring Paleontologist, so trust me when I say that the only thing it could be is feathers.

Im actually thinking of doing that on another one of my artworks actually i like the beard but at the same time i liked em cleaned shaved, it looked little weird with it being on a t-rex. (understanding it was put on there because the steriotypical king has a beard) i also hope we can give haircuts might give em a soul patch xP

For now i so much grew on the beard, now i think the beard is actually badass as hell!
