Donald McDonald, the weird ass Ronald McDonald from japan who goes LAN LAN LOOOO!!!! From the looks of it, his sprite is a mix between Jotaro and Dio from Jojo's Bizarre Adventure. I also heard he's very good as well.

yeah those were the sprites used to make this guy...plus some slayer from GGXX sprites too
the guy's a pretty solid character...combos are cool and his supers are wacky

Well, I found Master Asia on a japanese site. Mugen Infantry is usually the best place to go for new Mugen characters.
