The monster dog bases have been around since like 2013 so I wouldn't be surprised if people had ocs of them
also other monster dogs and characters with similar traits exist without it being this base

there arent really any rules, you can edit the base however it doesnt have to be this specific monsterdog
but if u want it to be one of these specific monsterdogs, they just have a couple key traits and thats about it, those of which are shown on this old ref thing:
