You don't have to ask to use my bases, as long as you give proper credit, you're free to use them as often as you'd like! This includes using them for profile pictures and the like!

No, you download the frames and edit each frame the way you want, then take each frame and upload them to something like gifmaker.me and make that into a gif ^-^

Go to the website Piskle
Then import, browse images and then double click on it.
