What do I think? It looks like a lot of rope has been used on the girls from the waist up, but from the waist down they have not been tied at all. It looks like their captor wanted to keep their bodies accessible down there so he can play.
They are both wearing short skirts. When their captor enters the room, the one on the left might want to keep her knees together, like the one on the right.
