Neopia is an Astral Guardian, like most Boba Dragons, but is also widely considered by non-dragons to be a minor deity of street festivals. It's their lot in life to tour the many realms and visit festivals as they occur, to keep things in good spirit and protect the people who host these events. Neopia considers them sacred and important to the cultures of these living things, and usually once the festival is over and all the attendees and hosts have gone home, Neopia will leave in search of the next.
It's said that when the street vendors' food tastes especially good and feels filling, Neopia is nearby. Another tell-tale sign is their lanterns hanging from street lights or overhangs.
