There is much to say here, so let me begin by telling his story.

The Meeting in the Desert:
A set of tired yellow wings soared above the desert, and had been doing so for many hours. Octultus surveyeed the grounds below, nothing in sight for drinking... Only a small frn, bright and much larger when he came closer. It moved, and for a moment he thought he might find another species all-together. His curious nature took him to the scene.
His wings blew sand over the dunes nearby, it was an abnormally quiet and calm day on the winds which is hy his flight across was taking so long.
As he approached the fern, sighing great heaves of air which flitted its greenery about in the brown, arid place. As he did so, a strangely high peep came from the greenery! A large mouse, abnormally large, leapt from the fern's shade.
"Stop, wanderer!" he chirpe in his mousy voice, which for a mouse was very deanding. It made Octultus chuckle, his eyes slant in a smile. "I mean you no harm, young one," he spoke trying not to let the laughter in his throat escape, keeping itback with a broa smile. The mouse gestured him come closer and his great head he leaned onto sandy ground to better see waht the little one had to say.
"I am here on a mission" his squaky voice chimed, Octultus finally feeling his laughter subsiding.
"I am to deliver a message to the first person to stop here!" he screamed as though the Magdor could not hear him, which made Octultus' ears ring.
"Tell then, little creature," he spoke to the brown mouse, its little hands shading itself with a fern leaf until Octultus held a wing out into the sun, stretching really, but leavingit there so he might be more comfortable in the hot star's rays.
"In the Great Sleep you will be a Hero.
You will disown your closest,
You will betray your love,
And your Life will Blossom and Fly."
At the final words the mouse felt himself peeled away from the fern leaf he held by a roar of laughter fromt he Magdor.
"Indeed--I would like to meet the prophet you belong to," he smiled and without listening anymore to the small creature who waved his arms in frustration as the great dragon let the scene and, in time, would forget about it in its entirety.

The base of the wholestory, which you read a piece from, is his life.
Octultus, not as eh appears here, is scarred by his sister who in doing so changes his element to Gravity.
He falls in love with a female by the name of Aiji and they start a family. Trgedy strikes, and their young one is taken from them. All seems lost when another strike to Octultus' heart sinks deep and he begins to loose himself; his mate disappeared, presumed dead as no body was ever found.
he takes another female, Leena, to continue the line and he hopes for the best. Years pass and Aiji returns, finding him with another female. Aiji's rage is mis-directed at the town which the inital lovers "adopted" in order to continue living after their young one was lost. Her entire lfe-force was put into the attack and with all her might she aimed to destroy the peaceful town. As a final sacrifice Octultus did the only thing he knew he could,and took the entire town into the sky to avoid its imminent destruction. Her blast radious is all that remains of the area, a great crater. In the center of the city Octultus went into is Great Sleep and the townspeople built around him a shrine and tomb, to which they pay homage every year as they pass over the crater.
The city is now known as the City in the Sky.

Side Notes on the Art itself:
his markings have not fully come in, he is very young in this image. Hence the coloration differences and the fact that his ears are still pointed. XD
