He is though... MOTHER 4 may be fan-made, but it was implicitly sanctioned by Itoi when he said that he would prefer to play the next MOTHER game, not make it.

I assume you meant another triple-A studio, because at face value your question sounds like you don't think indie studios or non-profit game teams count as game developers...which is absurd.
So to answer the question... Well he never said another such studio couldn't, to me it just looks like nobody wanted to. As I recall, Brownie-Brown (the co-developers of MOTHER 3) said they'd be interested in remaking the old MOTHER games for the DS or something, but nothing on making an entirely new entry. And no other major company has said anything on it either.

There is no need to overthink/assume stuff in my comment when I clearly haven't mentioned it.
The DS era is pretty much dead now. Only thing they can do now is for 3DS. But with 2 of the games out on Wii U Virtual Console, it'd make sense to put Mother 3/EarthBound 2 on there if they can manage to do something about it. I don't know how they can put the game on there in English, though. That would require hacking into the game's code (which for official game developers is hard for really old content) and translating it. They can't use the fan translation for obvious reasons.

But they can use the fan translation, that's half the point of it. The team has even said publicly that if Nintendo wants to, it's all theirs. Besides, the Wii U is absolutely powerful enough to just run a GBA emulator with the patched rom. That's what VC is anyway, emulation. 3DS I don't know, it might take a remake, or it could be a New 3DS only VC title. If it is a remake though...well you hit it on the head. All localizations are just the translators sending the translated scripts and necessary new assets back over to the original programming team so they can rebuild the game with the new data, either to replace the old or supplement it. Granted, the game is 9 years old at this point, it certainly wouldn't be impossible, that's what backup vaults are for...well unless they fail like Square's do on occasion. Even then, MOTHER 3 isn't a gigantic game, so remaking it entirely for the 3DS from the ground up wouldn't really be asking tooooo much...

No. I don't see them using the fan translation at all. Besides, maybe not everything would be correct. Even if it was correct, I still don't see it happening. Nintendo's gotta do their own.
