In design terms the Rocket was revolutionary - but in practical terms Hackworth's locomotive was the more useful. The Rocket in use was fragile had to be rebuilt several times and was out of service by 1840, whereas Sans Pareil continued in it's original form as a locomotive until 1844, and as a stationary engine until 1863.
The only reason the Sans Pareil did not complete the rainhill trials was because one of it's cylinders (which was made by the Stephensons - and this was a point of some controversy at the time) failed during the trial.

Ok point made, but the Rocket still set the ground work for all Steam Locomotives to come.
