1. The Military actually has an entire department devoted to decoration. Of course the starker, simpler and more angular an environment is. The more it screams MILITARY! So they must have an easy job. I actually like such a stark environment and the way it looks.

5. If you were to take the hyperbolic humor regarding the mayor seriously then he really looks like an old super hero that just went crazy. When Motivated he easily kick's Fuzzy's ass, he has seemingly absolute knowledge regarding every citizen of his city and the power to mobilize them at will. When he dreams he dreams of an extremely super competent version of himself, which means inside him somewhere is an actually competent mayor. Its easy to think the reason the city went bad was because when he went insane the city followed. The only episode in the series that contradicts this is Get Back Mojo which was knocked out of continuity by the movie.
Of course none of the above is actually true. Its all just hyperbolic humor. But its a fun thought.

10. And Independent does not have any party pressure to retire. Most Presidents are forced to retire by their party to avoid conflict between the old and any new regimes. And if you have the right contacts in Washington, a Governor can wield more power then the President. At least within his state's borders. Although the Federal Government supersedes the State in military matters, thats only when they choose to do so. And the Federal Government still doesn't have direct Jurisdiction in all military matters involving the States. Thats why so many States have militias pointing guns at other states and neighboring countries, (just in case)
