My first proper tutorial!
I so enjoyed making it. 
There are not many GIMP tutorials here, definitely not as many as for Photoshop, and this program is still underrated. I want to advertise it as a tool equal to Photoshop.The tutorial covers these areas of digital drawing:
inking
colouring
shading (with the use of Levels)
text adjustmentsThe Cisqua and the Mudkip pic was specially designed for this tutorial.

As for smudging, people complained soft shades are harder than cel shading. Use various sizes of fuzzy brushes and mainly remember to lower the opacity of them, that gives you better control over them.
I strongly recommend viewing other tutorials on anything you need - inking, colouring... everybody has a little different approach (though the basic ideas are the same) but you could pick up some useful tips and tricks and learn by seeing the art itself.

NOTE: My GIMP is in Czech, so the translations may not be 100% correct, but I hope everything will be clear from the pictures. Anyway, in case of more troubles, feel free to ask!
NOTE 2: This is an old version of GIMP, so the new one has slightly different icons and more functions, but the tools remain.

What do you mean by pointers?
You may need a better brush and play with opacity. Brushes can be downloaded from DA or you can make them yourself.

I know this tutorial was uploaded a few years ago now but I just wanted to add to what everyone else has said and also thank you! ^.^ This is a very useful tutorial that I'm sure will greatly improve my attempts at digital art!

My problem is just that the ink tool is gone in the version I have. It might have become the calligraphy tool, but it doesn't seem to work in the same way.
Also I totally agree that it is equal to photoshop. I'd actually say better because photoshop is so up itself that it's completely impossible to use.

Never mind, I mannaged to stop the calligraphy tool from making my lines different sizes and it works fine now.
And it does work better than the paintbrush tool.

I'm having this problem where it won't let me upload a pic on DA. It says I have to use a preview image, then if I do, the real pic won't show up when you click it.

Keep trying. Best is if you play with it, rather than learn it. Goof around with the functions, you may discover something interesting.

I'm trying to figure out how to arrange things on GIMP, like comic panels. (Draw one panel individually, do the line art and arrange them on the computer, then color) How would you do this, because I have trouble selecting things. :/

Layers should make it easy. E.g. every panel on a separate layer or so.

Any tablet will do, if you are a beginner get a cheaper one, it should only have at least 8x6 active space and the more pen pressure levels, the better (mine had 1000+).
