its a (Panasonic) Lumix DMC-FS3. just a little digital camera...

Hmm, well, the only other thing I can suggest (if it's possible) is manually changing the ISO speed, some smaller digital cameras can do that. Unfortunately, I don't really know your camera that well

More like, how fast the shutter closes.
For example, if I have the ISO speed at 1200 and press the shutter button and it opens, it'll close very quickly right after. But if I have the ISO speed at, let's say, 200 and press the shutter button, it'll open but it won't close as quickly. It also depends on how much light there is. With the photographs I took of the light graffiti stuff it was pitch black out. That's why the shutter would stay open for about 10-30 seconds if not more. If it's lighter outside then it the shutter will react to that (meaning it'll be a fast -click- speed) even if the ISO speed is low.
If I'm not explaining clearly then you could probably look it up online
