...If the water was being pushed ------> that way, then wouldn't the horse's mane and tail be going ------> that way instead of <------ that way? Because the force of the water going ------> that way would create wind, thus push his mane and tail in the same direction.
Unless of course the wind that wasn't caused by the ocean was greater than the water...idk what I'm talking about, but it just popped up...

I've yet to meet a breeze controlled by water. The only way a wave could really force a breeze, would be if it was a seriously huge wave, rising then falling, pushing air.
